Is standing actually illegal in Venice?

The Venice tourism site lists a bunch of rules. Okay, no swimming in the canals, and littering is also not allowed (duh?). But there’s something baffling to me here:

“No standing at any time” – even to consume food and drink, with the exclusion of restaurants, cafés, and refreshment areas.

Is this really the case? No standing still at all? It seems bizarre, surely it’s much worse to be checking a map, your phone, or using a camera while remaining in motion at all times?

How is Venice during COVID times?

I’m really concerned about travel now, mainly to the experience change that corona will do on travel.

About Venice specifically, how covid19 is affecting the experience as a tourist? Are the main attractions and cafes open?

Italy – Venice at the end of October / beginning of November

I'm planning to go to Venice on October 26.

I have seen some photos of Venice during the winter, where everything is completely flooded, but I'm not sure what month they have been taken.

Will the weather be manageable on the date I plan to go? And will tourist attractions be open seasonally?
