dnd 5e – Does Rod of the Pact Keeper boost Spell Save DC of Ring of Shooting Stars?

The Rod of the Pact Keeper(+1) increases my Warlock’s spell save DC by 1. With an 18 Charisma at level 8 my spell save DC is 16. (8+3+4+1)

I just received a Ring of Shooting Stars. πŸΊπŸ‘ The ball lightning feature, and the shooting stars feature, require a DC 15 Dexterity save to avoid lightning or fire damage respectively. For both features, the same text is used.

That creature must make a DC 15 Dexterity saving throw.

Since my Warlock is attuned to the Rod of the Pact Keeper(+1), do they now have to make a DC 16 Dexterity saving throw to avoid the lightning or fire effects, or, is the DC 15 fixed and non-modifiable?

dnd 5e – Are there any rules about creating a shield keeper?

No, the shield keeper does not have specific creation instructions.

Unfortunately, as of yet, the published 5e resources do not contain instructions or pointers on what is required to build a shield keeper. There are a couple of different downtime rules that you can use to create magic items (as seen in the DMG and the Xanathar Guide for everything), but both depend on knowing the rarity of the item (which is not given for a shield keeper), and anyway a shield keeper is not a Article, is a creature.

As Bloodcinder suggests in this answer to a related question, a DM who wants to allow his player to create a shield guardian could refer to an existing magic item, the golems manual, which allows the construction of thematically very similar creatures:

For example, it would be reasonable for a DM to look at the rules for golems manual magic item in the Dungeonmaster's Guide (p. 180-181) to inspire you. The rules list the time and cost to make a particular type of golem in the Monster Manual, and these expenses increase with the golem's challenge rating (CR). In addition to the spell simulacrum (which can only create a construction that is a duplicate of an existing beast or humanoid), the golems manual it is the only method given to create magical constructions. Using this as a reference, one would think that creating a shield keeper should cost between 50,000-65,000gp and take 30-60 days of effort (falling as it does between the CR 5 meat golem and the CR 9 clay golem) as that requires the use of a specific manual.

In short, words (if any) could be understood in a literal sense, but that does not get the meaning or substance of the spell. Spells, like those on scrolls, have no linguistic meaning. They are an encryption.

A spell roll carries the words of a single spell, written in a mystical cipher.

The figures are (usually) not pronounceable.

An example of simple encryption using rot-13 of "I am an encryption" has the text encrypted:

There is no meaningful pronunciation once the letters are rotated. Other ciphers, such as replacing digraphs, are even less intelligible.

No linguistic significance

In the case that an encryption is chosen so that the encrypted text is pronounceable, they would not necessarily be words with a linguistic meaning. For example, although it can be pronounced, the following encrypted text is gibberish:

dnd 5e – Does this extra phrase in the description of the invocation of the eyes of the sorcerer Eyes of the Keeper of the Rune appear in any official reference?

I signed up specifically to ask this question, since this website is one of the only places I've found this line of additional text in the deldritch invocation of "Eyes of the Rune Keeper" from the D & D sorcerer 5e.

In some publications here, I have seen Eyes of the Rune Keeper cited as:

All sprites are in the default classification layer and have sort order 0.
