USB dongle modem keep disconnecting and reconnecting in Ubuntu 18.10

i’m using zte usb modem. When i plug in the modem the modem is not connecting but
in lsusb command it gives device id.
i also tried the blacklist in tpl command.

N.B: My modem is not malfunctioned. And it has has driver in it.

Many solutions from askubuntu.com have solutions like assign remote to TransparentKeyPassthrough /etc/icaclient/config/All_Regions.ini.
Unfortunately it doesn't work for me. 🙁 My current settings are,

How to downgrade Ubuntu 18.10 to Ubuntu 14.04?

My VPS host doesn't have any option for this and the script I'm trying to run absolutely only works on Ubuntu 14.04, any option? prepaid for VPS, so I don't want to change host.

Every time I try this command sqlcmd -S localhost -U SA -P password I get a title error along with: Sqlcmd: Error: Microsoft ODBC Driver 17 for SQL Server : Client unable to establish connection. (It doesn't matter if I enter the correct or incorrect password, it is always the same error).

I discovered that the problem is with the -S localhost part (I also tried to enter "(local)", 127.0.0.1 and. And I got the same error every time), but I can't make it work. I've been looking for a solution since yesterday and everything I found didn't work for me, so I put all my hopes on this question. Thanks in advance!

EDIT: I tried to enter the previous command without -S localhost and still throws the same mistake …
