subsitio – Sharepoint 2016 – Creation of subsites – No memory

I have a problem with SharePoint 2016 with which I am struggling. I can not find the reason, but when I try to create a subsite, the following error always appears:

There is no memory on the server to run your program. Please contact your administrator with this problem.

This is my development server and it is a single server farm. I have 24GB of memory. However, I tried to upgrade to 32 GB, but nothing changed.

I have this problem every time I choose to create a subsite with a native site definition or a custom site definition in each web application. At first, I thought that what I was working on was the package I was working on, but the error occurs even when the package is retracted and the debugging stops in Visual Studio (when I debug, I just pressed F5, I did not manually attach to w3wp ). My package is a farm solution and only contains one site scope function, one master page, one application page, one onet.xml file and two WEBTEMP * .xml files implemented in 1033 and 1036. I searched everywhere and did not I found no trace of those files, I assume they are completely and well withdrawn.

The account that I used to implement the package and with which I am connected is a site collection administrator, has full control in SharePoint and can access Central Administration. It is also referenced in SQL Server as the owner of a database.

I stopped services like SharePoint Search Services or other high consumption memory services, I restarted the server, I made several IIS settings,
recycle the Application Groups, stopped the Unused Application Groups, enabled the Blob Cache, deactivated and reactivated the functions, decreased the maximum memory allocated for SQL Server (20480 to 10240), but nothing worked. I even rerun the SharePoint product configuration wizard.

I checked all the sites where I thought and checked the server with the system administrator and everything seems fine. I also checked the Event Viewer and with Process Monitor, but I did not find anything special.

Does anyone have a suggestion? I've been searching for hours and it's driving me crazy!
