How can I set the time machine interval in several minutes in Mojave?

I want to set the time interval of the machine in 15 minutes, instead of Apple's default time.

What I want is:

  1. Time machine Interval of 15 minutes.
  2. The Time Machine backup should respect the battery / power status, which means that a backup should not be made while it is not connected to the power supply.

I tried the sudo defaults type /System/Library/LaunchDaemons/com.apple.backupd-auto StartInterval -int 1800 but it does not work

I also tried to disable csrutil and modified /System/Library/LaunchDaemons/com.apple.backupd-helper.plistInterval, delay, grace time, but it does not work either.

How can I configure that in Mojave? (Currently running 10.14.2)
