blockchain: how effective is Scrybe if miners have to verify new blocks through servers before adding them?

I am new to blockchain technology. Recently I have been reading about Scrybe here in this and other research papers.

Take a look at this (quoted from paragraph 12 of the previous link):

Miners transmit the new blocks to a set of servers that verify the correctness of the block before adding it to their local copy of the blockchain.

I don't understand what the author means by "a set of servers."

It's really a blockchain if you need verification of a default set of entities to add a block. I'm pretty sure I'm missing something.

Clarification on this is appreciated.
Thank you
