– restarting IIS applications when the root application is published

My IIS website has several applications. All applications, including the application at the root of the site, are ASP.NET applications.

When the root application is published (from Visual Studio), it not only restarts, but also all other applications on the website. I think the other applications are restarted because ASP.NET makes their Web.config dependent on the root Web.config. Therefore, when the web.config file is published, all applications are automatically restarted.

Is it possible to publish the root application without the other applications restarting? If so, how? If not, is there a good solution?
