AdWords conversions in overview versus conversions in conversion actions

We have Google Analytics tracking conversions and notice that there is a big difference between analytics conversion tracking and Google Adwords conversions.

I discovered that the conversions found in analytics are compared with the conversions found in the conversion action in Adwords.

In the screenshot below you can see 34 conversions.
However, the conversion action only has 2 conversions.
The description of the field tells me that it is based on the conversion action taken into account (which should be 2 conversions) and the amount of time that the conversion action can be activated per person that is set to 1.

Where do these other 32 conversions come from?
